Greetings from the Conference General Chair

On behalf of the organizing committee, I would like to welcome you to the 2019 IEEE Pacific Rim Conference on Communications, Computers and Signal Processing (PacRim 2019), Victoria, August 21 – 23, 2019. This biennial event has been running since the inaugural PacRim in 1987. I am glad to be doing my part to contribute to our tradition in providing a networking venue for the presentation of high quality work in engineering and computer science.

This year the conference has been successful in attracting paper submissions on many of the cutting edge topics such as next generation wireless systems, Internet of Things, artificial intelligence and machine learning, cloud computing, and advanced signal analysis, detection and recognition. The technical program committee has set up a high quality program featuring sessions which disseminate the latest research results. In addition, the conference features an exciting panel session on August 22, in which eminent leaders from industry, research organizations, and academic institutions will address technical and business challenges of Internet of Things and 5G, and share their vision.

The conference opens at 9:20am on Wednesday August 21, starting with welcome addresses by the conference organizers. Keynote begins at 9:30am by distinguished speaker Professor Fumiyuki Adachi from Tohoku University of Japan. His talk is entitled ‘‘Wireless Evolution Towards 5G and Distributed MIMO ’’. The second keynote is scheduled on August 22 at 9:30am by Mr. Gary Perkins, Chief Information Security Officer (CISO) for the Province of British Columbia. He will give an informative and important talk on “Cybersecurity Threat Landscape’’. We are honored and delighted to have these 2 prominent guests as keynote speakers.

I would like to thank our authors and reviewers for their assistance to make PacRim 2019 a reality and big success. I would also like to thank our organizing committee, volunteers, and staff who made this conference possible. The support of the IEEE Victoria Section and the University of Victoria is greatly appreciated.

PacRim’s hosting city Victoria is one of the most scenic places of the world. I hope that you will have a chance to explore the city. Welcome to Victoria and enjoy PacRim 2019.
